Visa price increases

I have heard several acquaintances of mine recently mentioning the very high prices of visa's for saudi arabia. One was telling me that dependent family passes used to be free, now with visa costs and other requirements, its it up around 3000 riyals/person. Umrah and Hajj visas, for people who are coming a second (or subsequent time) are now 2000 riyals. This seems to be one of many measures to save money or earn new revenue to help with the current low oil price. To me, and others, it seems like it will just drive people away (or reduce spending by any visitor to compensate) and cause loss of income in other places.
